REGULATION

Article 1 - Date and Place

RIOJA Y PEDAL is a non-competitive cycling event (from now on also defined as ride or, improperly, race) taking place in Cenicero, La Rioja, Spain on Saturday and Sunday, June 05th and 06th, 2021. The ride is inspired by historical cycling and the routes include long segments of gravel roads. Cyclists must ride Historical Bikes or Vintage-Looking Bikes, as described in Article 2.1.

Article 2 - Entry criteria: bicycles, clothing and accessories

RIOJA Y PEDAL is an event for road racing bikes, dedicated to cyclists wearing vintage or historically inspired gear.

At RIOJA Y PEDAL only vintage road racing bikes may participate,.  These bicycles are all road racing bikes built up to and including 1987. 

Regarding components, bicycles should adhere to the following general guidelines:

a. Bikes must have shift levers on the down tube of the frame.

b. Pedals should be with toe clips and straps or original pedals for older bikes.

c. The brake cables must pass outside and over the handlebars.

d. Wheels must have at least 32 spokes.

e. Both tubular tyres and clinchers with inner tubes are allowed.

f. Saddles must be from the same era as bicycles, therefore they must be 1987 models, from previous years or replicas. 

g. The change of the gear ratios is allowed due to the difficulty of the ride.

On request, exemptions regarding the type of bicycle will be granted to participants with disabilities.

For the PASEO route (aprox 20 km), other types of vintage bicycles will be admitted, such as postman's bikes, general working bicycles, leisure bicycles, etc.

Bicycles could be restored, but never tuned.

Mountain bikes are excluded from all routes.

Any registered cyclist who arrives at the start line or is found on the ride with a bicycle that does not conform to the rules and regulations of the event will be disqualified immediately.

Participants are strongly encouraged to wear vintage or vintage-style cycling gear, such as wool jerseys and shorts and to avoid wearing modern technical gear in a visible way. Management reserves the right to disqualify any participant whose clothing is considered unsuitable or inappropriate to the event.


Synthetic jerseys that recall the originals of the time are admitted provided they are teams prior to 1987.

In any case, the organization may indicate a red dot in the Road Book of each participant in the event that the participant does not wear a dress that conforms to the regulations of RIOJA Y PEDAL. This means that the participant will be able to carry out the race and signs his Road Book at the different checking points arranged along the route, but his Road Book will have that red dot that will recognize the non-compliance with the dress code contemplated in the regulation.

With regard to the vintage spirit of the event, participants are invited to carefully select all their accessories, from shoes to caps and water bottles etc. The only modern cycling accessory allowed is a safety cycling helmet, which we invite everybody to use.

Article 3 - Routes and Start

RIOJA Y PEDAL offers four different routes: 137 km, 81km, 74km and 20 km.(Paseo)

Each participant has the opportunity to choose the route that best suits his or her fitness level. The choice of the route must be indicated during the registration process. It is however still possible for participants to change their original choice of route until the start of the event, without incurring any penalty.

Participants aged between 15 and 18 years will only be allowed to participate in the 81 &74 km or 20 km routes.

Routes will be signposted with arrows; nevertheless participants must familiarize themselves with the Road Book. The maps and GPS tracks can be downloaded from www.riojaypedal.com

-For the 137 km route the start can be at any time between 07:00 a.m. and 08:00 a.m. on Saturday the 23rd of May..

-For the 81 & 74 km route, after 08:30 a.m. on Saturday the 23rd of May.

-For the Paseo the start it will be at 10:00 a.m. on Sunday the 24th of May.

For those starting at 07.00 a.m. it is mandatory to have front and rear lights on the bicycle according to the Spanish Highway Code (Dirección General de Tráfico).

Article 4 -Age limit in participation

Anyone, man or woman, can participate in RIOJA Y PEDAL as long as they are 14 years old.

In the paseo participants fewer than 14 accompanied by an adult can participate.

Article 5 - Participation and prices

Registration is open from January 18th, 2021 to May 31th 2021. The cost of participation in the LONG, MEDIUM, SHORT or PASEO Route is the following:

• From January 18rd to the first 250 spots Price: 25 € (35€ non federated)

• From the first 250 to May 10th 2020: 40 € (50€ non federated).

• Paseo: 20€, regardless of the time of formalizing the registration.

PD: Two-day insurance for non-federated included.

PD: The organization reserves the right of admission.


Article 6 - Security and helmet

RIOJA Y PEDAL is a NON-COMPETITIVE LEISURE RIDE on asphalt and gravel roads open to traffic. Cars and other motor vehicles can drive on the route, therefore all cyclists must respect the rules of the Spanish Highway Code (Código de Tráfico y Seguridad Vial). All cyclists must bring along a puncture repair kit and other essential tools for small repairs.

RIOJA Y PEDAL is affiliated to RFEC (Real Federacion Española de Ciclismo).

The rules for leisure cycling events apply, according to the regulations for such vintage cycling events, for those participating with vintage bikes and clothing, it is  necessary to wear a modern hard helmet. The organization and insurance of the organization are exempted from any liability in case of not respect this article.

Article 7 - Registration Fee and Insurance Policy

The participation in the event is granted only to those who have paid the registration fee.

Cyclists not registered for RIOJA Y PEDAL will not be permitted to participate on the day of the event, as they have not paid the registration fee. In case of accident they will be held responsible for any damage caused.

Registrations will not be accepted from participants who have been disqualified from their respective cycling federations or clubs due to the use of drugs or any other reasons.

Participation in RIOJA Y PEDAL is by invitation and the organizers can decide whether or not to accept the registration of any cyclist at any time, at their own discretion, and without any obligation to provide reasons for their decision.

The registration fee, regardless of the paid amount, includes the following items:

-Race pack.

-Race number for the jersey and for the bicycle.

-Road book to be stamped at official check points.

-Event gifts and souvenirs.

-Popular dinner on Saturday.

-A number of refreshment stops depending on the chosen route.

-Showers available at the public swimming pool area and Sports Center.

- Parking.

All foreign participants who are not members of the Spanish Cycling Federation can participate in RIOJA Y PEDAL.

Article 8 - Payment Methods

Payment will be made through the official website of RIOJA Y PEDAL and with the payment system indicated on the website.

All bank expenses must be paid by the sender.

Cheques or other forms of payment will not be accepted.

Article 9 - Confirmation of Registration

Registration will be considered complete only when the registration fee has been paid in full, the information requested above has been provided.

Article 10 - Substitutions or Cancellations

Any registered natural person has the right to cancel their own registration for the race.

Substitutions are not permitted and it is not allowed to postpone the use of the registration for the following edition of the event.

If a cyclist is unable to participate, he/she will be entitled to a refund by sending a written request by e-mail to: www.riojaypedal.es, no later than April 30th, 2020, indicating:

-name, surname, telephone number and date of submission of registration. Also indicates if federated or non.

-a copy of the payment on which the transaction date is evident.

-IBAN or SWIFT code in order to receive the refund.

All bank fees or charges must be paid by the person asking for the refund.

Article 11 - Collection of Race Packs and Race Numbers

Race Packs and race numbers will be distributed in Cenicero (Casa de Cultura) on:

-Friday 4th June 2021, from 5.00 p.m. to 9:00 p.m.

-Saturday 5th June 2021, from 6.30 a.m. to 08:30 a.m.

To collect your race number, you must present a valid identity document and the RFEC card if federated. The race pack will only be handed to the registered participant. No other person may collect the race Pack on behalf of the registered participant.

Article 12 - Latest Time, Closure of Routes & Assistance

The latest times to complete the routes are fixed at:

-until 7.00 p.m. for 141 and 84 & 71 km routes.

Medical assistance is not provided along the routes, except in the case of medical emergencies.

There is no official mechanical assistance. Moreover private vehicles can´t follow the riders to provide assistance along the route, unless they have been authorized by the organizers of the event.

Article 13.Opening and opening hours of the supplies ("pit stops")

The organization will set opening and closing times for the supplies. These times will be communicated to the participants of RIOJA Y PEDAL during the technical briefings.

Article 14 - Stamps at Check Points

The only evidence that the route has been completed is by obtaining all the relevant stamps attributed to the route in your Road Book via the various check points. Your Road Book will be stamped at the starting line, at various check points throughout the day and again at the finish line.

Article 15 - Prizes

All participants, regardless of the race they complete, will receive a medal that recognizes the registration. To receive the gift takes your bike and fully stamped Road Book to the designated area at the finish line.

Article 16 - Complaints

In case of a complaint please send an email to the organization at: riojaypedal@gmail.com, within ten days of publication of the list of participants who completed RIOJA Y PEDAL.

Article 17 - Cancellation of the event

If the event should not take place for reasons of force majeure, the amount paid to the organization will not be refunded.

Article 18 - Variations

The organization reserves the right to make changes to the regulations at any time. The website www.riojaypedal.com is the only official source of information regarding the event. Therefore all official communications will be available only through this website and social media.

Article 19 - Disqualification

The organization may disqualify any participant who incurs in the following cases:

- participants wearing the race number of another participant.

- participants riding non authorized bicycles.

-participants found on unauthorized detours or shortcuts.

-participants behaving inappropriately to judges or employees of the organization.

-participants throwing rubbish outside of the allocated areas at refreshment stops.

In severe cases, at the discretion of the organization, a lifetime ban can be enforced.

We appeal to everybody's sense of civic duty to keep the territory clean.

Article 20 - Approval, Consent and Authorization.

To participate in RIOJA Y PEDAL each participant:

-acknowledges to have read and approved the rules and accepts this regulation in all of its parts.

-guarantees a correct and civil behaviour during and after the event.

-declares to be in good physical condition and to have undergone a medical examination for this leisure cycling event or general bike racing, providing the organization with the broadest indemnity for any personal injury or damage that may be incurred as a result of the participation in the event.

-consents to the use of his/her data, even for commercial purposes, as set out in the provision of the Spanish Privacy law grants the organizers consent to use, as permitted by law, including for profit, of all video footage, photographs, etc. taken during the event; from the moment of the registration provides the organization with the right to supply such images to third parties.

-expressly authorizes the organization of RIOJA Y PEDAL without charge, to use fixed and/or moving images, portraying his/her own person, taken throughout the duration of the event. This authorization is to be considered indefinite and without territorial limits around the world, for use in various publications and films, including, by way of example and without limitation, promotional and/or advertising material of any type. The organization may also concede to third parties and their institutional and commercial partners the rights of use specified herein.

The organization and its partners accept no responsibility for accidents or damage to persons or property, which may occur before, during or after the event or as a result thereof. The organization reserves the right to exclude from the event any cyclists who are guilty of misconduct before, during and after the event.

CLOTHING 

Participants must be dressed in vintage cycling clothes. 

In this way, participants must wear wool jerseys and shorts. Vintage style pullovers and shorts or boobs from previous reissues are also allowed. The management reserves the right to give notice to any participant whose clothing is considered inappropriate or inappropriate for the event. If the notified participant wears such clothing during the march and is identified by the Organization. 

Organization reserves the right to disqualify the participant. The synthetic jerseys, which recall the originals of the time, ARE ALLOWED provided they are teams prior to 1987. 

BICYCLES / ACCESSORIES 

Bicycles prior to the year 1987, with rails or calapiés, brake wiring outside the handlebars and shifters in the frame. You can also use bicycles with frames of new construction but always with retro style and equipped with original components of the time (change, handlebars, pedals, etc.)
